We recently completed a Fire Safety Plan for a 32-unit residential building on Cypress Street in Vancouver. The building — a four-storey wood-frame complex with parkade, built in 1976 — had just upgraded its fire alarm panel and needed a new Fire Safety plan to match.
This is one of the most common reasons we get called: a building upgrades its fire alarm system, and the existing fire safety plan is suddenly out of date. The Vancouver Fire Department requires an updated plan whenever there’s a significant change to the building’s fire protection systems.
Why a Fire Alarm Upgrade Triggers a New Fire Safety Plan
Your fire safety plan documents every fire protection system in the building — what it is, where it is, and how it operates. When you swap out a fire alarm panel, the sequence of operations changes. The zones might be different. The monitoring company might be new. The panel’s normal mode, alarm mode, and trouble mode all need to be documented so the Fire Safety Director and building staff know exactly what to do when that panel lights up.
An outdated fire safety plan with the old panel information isn’t just a compliance issue — it’s dangerous. If your fire warden is looking at instructions for a panel that no longer exists, you’ve got a problem.
What This Vancouver Fire Safety Plan Covered
This was a comprehensive fire safety plan built to meet the BC Fire Code 2024 standards. For a building this size — 32 residential units across four floors plus a parkade — there’s a lot of ground to cover:
- Fire alarm system documentation — the new Simplex panel, its sequence of operations for normal, alarm, and trouble modes, and monitoring details
- Sprinkler system mapping — this building has both a dry system in the parkade and a wet system throughout the residential units, each with different control valve locations
- Standpipe system — a Class I automatic wet standpipe for fire department use
- Emergency lighting — battery-powered units throughout corridors, stairwells, and the lobby that activate during power failures
- Fire extinguisher locations — ABC multi-purpose dry chemical units documented throughout the building
- Smoke and heat detectors — mapped across all units, service rooms, and attic spaces
- Evacuation procedures — the single-stage alarm means full building evacuation, so every occupant needs to know the drill
- Fire Safety Director and Deputy appointments — designated personnel on call 24 hours with clearly defined duties
- Master inspection and testing schedule — daily, weekly, monthly, and annual inspections all mapped out for the year
- Fire department access routes — how trucks reach the building, where the fire department connection is, and key box locations
The Details Most Plans Get Wrong
A lot of fire safety plans we see are basically templates with a building address slapped on. They’ll say “sprinkler system: yes” and leave it at that. That’s not a plan — that’s a checkbox.
For this Cypress Street building, we documented the dry sprinkler system’s air compressor, the wet system’s main control valve location in the mechanical room, the exact type of fire department connection (2½” auto sprinkler Siamese), and the riser location on the exterior of the building. When firefighters show up at 3 AM, they’re not guessing — they’re reading our plan and going straight to where they need to be.
Older Buildings Need Plans Too
This building was built in 1976. Fifty years of wear, renovations, and system upgrades mean the fire safety landscape is completely different from when it was first constructed. Older wood-frame buildings in Vancouver are particularly important to get right — the construction materials, the age of the wiring, and the mix of original and upgraded systems all create unique challenges that a generic plan can’t address.
