The building
A single-storey restaurant unit in a retail plaza on the north side of Harvey Avenue, the Highway 97 commercial strip through central Kelowna. The plaza was built in 1979 and this unit was renovated for the restaurant in 2026. It has a dining area, a kitchen, an office, and washrooms under a flat membrane roof with rooftop heating units, and it is classified as an A2 assembly occupancy.
What made this plan different
- No fire alarm system in the unit. The restaurant relies on its base-building sprinklers, battery emergency lighting, and staff to raise the alarm. The plan spells out exactly how staff notify occupants and call 911, because there is no pull station to do it for them.
- Two sprinkler systems the tenant does not own. The plaza has a monitored wet system and a dry system, both the landlord’s responsibility. The plan documents both, names the base-building contacts, and tells staff what a sprinkler flow means for them even though they never touch the valves.
- Kitchen suppression and gas. The cooking line has a wet chemical suppression system with a manual pull and a Class K extinguisher, and the unit has its own natural gas shut-off. The plan includes the gas shut-off location and photo, the kitchen inspection routine, and the training log every cook signs before working the line.
- One rear exit through the kitchen. The secondary exit is a single door on the north side reached through the kitchen. The plan’s evacuation drawings make the front entrance the primary route for guests and reserve the kitchen door for staff, and the housekeeping section makes keeping that door clear a daily check.
How the Kelowna Fire Department handles it
Kelowna files fire safety plans under its building permit program, so a tenant improvement like this one submits the plan alongside the permit and before the restaurant opens. The City invoices its review fee, which we included in the quote and paid with the submission.
What the plan includes
- Fire department information with the plaza layout, the unit’s position in the centre of the complex, access from Harvey Avenue, and the two nearest hydrants
- Colour floor plan and site plan showing exits, extinguishers, the gas shut-off, the electrical room, and the suppression pull
- Fire Safety Director and Deputy appointments and instructions to staff and guests
- Inspection and maintenance schedules for extinguishers, emergency lights, the kitchen system, and the base-building sprinklers
- Kitchen inspection reports, the staff training record, and the annual fire drill form
