Tilt-up concrete warehouse buildings are the backbone of Richmond’s industrial economy — and they’re some of the most common fire safety plan requests we get. The building at Crestwood Place is a good example: 1989 construction, concrete structure, two floors of mixed warehouse and office use, multiple tenants, and a fire protection system that spans the whole building.
This is the fire safety plan we completed in May 2026 for a warehouse and office building on Crestwood Place in Richmond, BC — what the building has, what the Richmond Fire Department needs to see, and how we got it across the line.
The Building
The property is a two-storey warehouse and office building built in 1989. Tilt-up concrete construction — the poured-on-site concrete panels that define the look of most buildings along Richmond’s industrial corridors. The exterior is tilt-up concrete; the interior is concrete and drywall with steel studs. Flat roof with membrane.
The building has two distinct zones:
- Level 1: Offices and warehouse areas
- Level 2: Offices
Each tenant unit has its own exits along the east and west sides of the building — a multi-tenant layout that requires the fire safety plan to document exit routes for each unit individually. The fire department accesses the building from Crestwood Place, off Viking Way, on the south side of the property.
Property management is handled by B.U.K. Investments Ltd. All fire protection services — alarm, extinguishers, fire hose, emergency lighting, and the sprinkler system — are maintained by Tactical Fire Safety Ltd. Fire alarm monitoring is provided by Alarmtron (BC) Ltd.
The Fire Alarm System
The fire alarm setup here has two components that need to be documented separately in the fire safety plan:
Main fire panel: Located in the electrical room on the east side of the building — exterior access. This is where the system is reset and controlled. Because it’s in the electrical room rather than a public lobby, the fire safety plan includes specific instructions for staff on how to access it and what to do before the fire department arrives.
Annunciator panel: Located at the northeast corner of the building. This is where responding crews get the visual read on which zone has activated — they don’t need to enter the electrical room to see the alarm state.
The system is a Mircom Series 1000, single-stage. Initiating devices: pull stations, smoke detectors, and sprinkler flow switches. Any activation causes full building evacuation. Monitored 24/7 by Alarmtron (BC) Ltd.
What a Warehouse/Office Building Adds to the Plan
Fire hose. Unlike pure office buildings, warehouse buildings in BC are required to have fire hose cabinets — and the fire safety plan must document every hose cabinet location. Tactical Fire Safety Ltd. services the hose cabinets alongside the extinguishers and alarm system.
Multi-tenant exit management. In a single-tenant building, evacuation is straightforward. In a multi-tenant warehouse, each unit has its own exit paths, and the fire safety plan must account for all of them. We documented exits along both the east and west sides of the building and confirmed that all paths lead clear of the structure to the assembly area.
Large electrical infrastructure. Warehouse buildings built in 1989 typically have significant electrical distribution — the main shutoff is in the electrical room on the east side, with additional electrical closets throughout the individual units. Each location is documented in the plan for the fire department.
Sprinkler integration. The sprinkler system is tied directly into the Mircom panel — flow from any sprinkler head activates the fire alarm and notifies Alarmtron. The plan documents the water shutoff location and the relationship between sprinkler activation and panel alarm mode.
Emergency Lighting and Exit Systems
Battery-powered emergency lighting is installed throughout the building, covering exit signs, stairwells, common corridors, and the lobby. The units are combination emergency light and exit sign fixtures — they activate automatically on power loss and provide evacuation lighting for the duration required by BC Fire Code.

Every emergency lighting unit is shown on the CAD floor plan drawings we prepared for the Richmond Fire Department submission. Exit locations along the east and west sides of the building are marked, and each path is confirmed clear of obstruction per BC Fire Code requirements.
The Richmond Fire Department Approval Process
As with all Richmond buildings, the plan was submitted to the Richmond Fire Department with a formal letter of appointment designating the Fire Safety Director and Deputy. The City of Richmond requires department approval before any fire safety plan — or any update to an existing plan — is considered valid.
We prepared the complete submission package: appointment letter, full plan, CAD floor plans for both levels, and the emergency contact directory covering all service contractors, monitoring company, and building management. The plan was accepted by the Richmond Fire Department in May 2026.
