Who needs a fire safety plan in Kamloops

Kamloops Fire Rescue (KFR) requires a fire safety plan under Section 2.8 of the BC Fire Code and the City’s Fire Prevention Bylaw No. 10-37: every building with a fire alarm system, every assembly or care occupancy, every high building, every building with sprinkler or standpipe systems, every storage or hazardous-process area the Code names separately, and every construction and demolition site. In Kamloops that covers the downtown and North Shore commercial blocks, the Sahali and Aberdeen shopping centres and towers, the hotels along Columbia Street and the Trans-Canada, Thompson Rivers University and the hospital precinct, the care homes and shelters, the Mount Paul and Southgate industrial parks, and the wood-frame apartment buildings and stratas across Brocklehurst, Westsyde, Valleyview, and Juniper Ridge.

Kamloops has two rules that catch owners off guard. The bylaw gives an owner 90 days from the completion of new construction, a renovation, or a fire department order to submit the plan to the Fire Chief. And every building requiring a plan must install a fire safety plan box to the department’s Lock Box and Fire Safety Plan Box Standards Policy, updated in January 2026.

How Kamloops Fire Rescue reviews a plan

KFR Fire Prevention works out of 1205 Summit Drive (250-372-5131). Submissions go by email to firesafetyplans@kamloops.ca, and the department’s guideline is one of the most specific in BC:

• Two separate PDFs: the fire safety plan and a pre-incident plan, which KFR loads onto the computers in its fire apparatus so the incident commander has the building in front of them on the way to the call.
• KFR’s own symbol library on every drawing, in both the fire safety plan and the pre-incident plan, with only site-specific symbols in the legend.
• A red 8.5×11 three-ring binder with “FIRE SAFETY PLAN” on the front and spine, the address in large type, a cover page with a colour photograph, red tabs with black lettering, single-sided pages, and Verdana font at 14-point headings and 12-point text.
• 11×17 colour drawings in landscape for the site plan and every floor plan.
• Colour photographs of the alarm panel, generator, fire department connection, lock box, fire pump, roof access, gas shut-off, hazards with their UN numbers, sprinkler and standpipe systems, and the water shut-off.
• A letter or email of acceptance after review, placed at the front of the binder.

Fire drills are required under BC Fire Code 2.8.3.2, with records kept in Part 5 of the plan. Construction and demolition sites need their own plan under Section 5.6 and Part 8 of the Building Code, submitted with the permit application.

The buildings we plan for in Kamloops

Keeping a Kamloops plan current

Because KFR keeps the pre-incident plan on its apparatus computers, the plan on file has to match the building. Update it whenever the Fire Safety Director, property manager, monitoring or service contractors, tenants, or building systems change, resubmit the pre-incident plan when the drawings change, run the annual drill, and keep the acceptance letter in the binder in the fire safety plan box. Under the 2026 BC Fire Safety Act an out-of-date plan is an owner-liability issue, not a paperwork gap. Name and contact updates on plans we have written are free.

What is the pre-incident plan?
The firefighters’ version of your drawings: site and floor plans in KFR’s symbols, formatted for the apparatus computers, submitted as its own PDF. We prepare it with every Kamloops plan.

We just finished a renovation. How long do we have?
Ninety days from completion under the Fire Prevention Bylaw, and the same for a new building or a fire department order. Call us as soon as the work is done.

Does Kamloops charge to review a plan?
The department does not publish a fire safety plan review fee on its website. We confirm any charge with Fire Prevention at submission and include it in your quote.

Where does the fire safety plan box go?
KFR specifies the box and its location under its 2026 standards policy. We order it and coordinate the location with the department during the site visit.

Do you handle construction fire safety plans in Kamloops?
