Who needs a fire safety plan in Pitt Meadows

Pitt Meadows Fire & Rescue Service requires a fire safety plan under Section 2.8 of the BC Fire Code and the City’s Fire Protection and Life Safety Bylaw: every building with a fire alarm system, every assembly, care, treatment, or detention occupancy, every high building, every building with sprinkler or standpipe systems, and storage and hazardous-process areas the Code names separately. In Pitt Meadows that means the apartment buildings and stratas around Harris Road and the town centre, the schools and churches, the commercial strip along Lougheed Highway, the Meadows Gate and Osprey Village mixed-use buildings, and the warehouses and distribution centres along Airport Way and the Golden Ears corridor.

The City publishes its own Fire Safety Plan Guidelines, and they open with the rule that matters most: the plan must be site and building specific, with all unrelated information removed from templates.

How Pitt Meadows Fire & Rescue reviews a plan

The Fire Prevention Office (fire@pittmeadows.ca, 604-465-2490) reviews plans against the guideline’s format, which is specific down to the binder:

• A red 8.5×11 three-ring binder with “FIRE SAFETY PLAN” on the front and spine, the building address in large type on the front, and a cover page with the building’s name, address, and a colour photograph.
• Single-sided pages, 14-point headings, 12-point text, with coloured tabs for each part of the plan.
• 11×17 colour drawings in landscape for the site plan and every floor plan, using Pitt Meadows Fire & Rescue’s own symbol set, with only the symbols that appear on site in the legend. Architectural drawings with measurements are not accepted as fire safety plan drawings.
• Colour photographs of the alarm panel, fire department connection, lock box, fire pump, roof access, and shut-offs, embedded in the fire department information section.
• A Fire Safety Plan Box at the building, padlock type with a spare lock inside, labelled “Fire Safety Plan” on the front, in a location confirmed with the Fire Prevention Office before it is installed.
• A letter or email of acceptance after review, placed at the front of the binder.

Fire drills are required at least once a year under BC Fire Code 2.8.3.2, with the records kept in Part 5 of the plan.

The buildings we plan for in Pitt Meadows

Keeping a Pitt Meadows plan current

The plan should be reviewed every year and updated whenever the Fire Safety Director, property manager, monitoring or service contractors, or building systems change, with the update going back to the Fire Prevention Office for a new acceptance letter. Fire inspectors check for a current, accepted plan in the box. Under the 2026 BC Fire Safety Act an out-of-date plan is an owner-liability issue, not a paperwork gap. Frequently asked questions

Can we use the architect’s floor plans?
No. The guideline says architectural drawings with measurements are not suitable for the fire safety plan. Fire safety drawings are simplified, colour-coded, and use the department’s symbols.

We already have a lock box for keys. Is that the fire safety plan box?
Different thing. The Fire Safety Plan Box holds the approved binder, is padlock type with a spare lock inside, and is labelled on the front. We confirm the required location with the Fire Prevention Office.

Does Pitt Meadows charge to review a plan?
The City does not publish a fire safety plan review fee on its website. We confirm any charge with the Fire Prevention Office at submission and include it in your quote.

Our business is a unit in a plaza on Lougheed Highway. Do we need our own plan?
Usually the building has one plan with a section for each tenant, and restaurants and other higher-hazard units get their own tenant plan. We confirm during the site visit.
