We recently completed a fire safety plan for a major grain export terminal in the City of North Vancouver — a working port operation on Burrard Inlet with dozens of grain silos, multiple concrete tower structures, active conveyor systems, dust collection equipment, and crew on-site around the clock. It’s one of the most complex industrial fire safety plans we’ve prepared.

This is what that process looked like — and why industrial fire safety plans are a different category of work entirely.

A Site With Multiple Structures, One Coordinated Plan

Most fire safety plans cover a single building with a clear occupancy. A grain export terminal is a Group F1 industrial occupancy — the BC Building Code’s classification for high-hazard industrial use — and it’s not one building. It’s a network of structures across a large property: tower buildings several storeys tall, an annex structure containing dozens of grain silos, loading and receiving buildings, a maintenance shop, and support facilities.

Each structure required its own floor plan drawings with every piece of fire equipment mapped and identified. Each had to be assessed individually for occupancy hazards, exit routes, and suppression coverage. The site plan alone — showing all 16 private fire hydrants, four post indicator valves, eight fire department connections, and emergency generator locations — took significant time to document accurately.

The result is a fire safety plan that runs over 100 pages and covers every building, every fire system, and every piece of emergency equipment on the property.

Four Types of Sprinkler Systems in One Plan

A typical strata or commercial building has one sprinkler system. This facility has four — each protecting a different area, each chosen for a specific reason:

Each system has its own control valve, its own connection to the fire alarm, and its own operating procedures. Documenting all four — accurately, in language a firefighter can use under pressure — is not the same as writing procedures for a standard wet sprinkler system.

The facility also has a dedicated fire pump rated at 1,500 USGPM supplying the high-demand suppression systems. Its manual operating instructions, including start sequence and overspeed reset, are documented in the plan.

Standpipes Through Multi-Level Tower Structures

The tower structures at this facility rise several storeys — far beyond the reach of a standard hose line from the ground. Class I standpipes run through the tower stairwells and along the dockside, giving fire crews the water supply they need to fight a fire at elevation. Wet standpipes serve the dock area; dry standpipes serve the towers.

Every standpipe riser location, hose connection size, and valve location is documented in the fire safety plan and shown on the floor plan drawings — so a firefighter arriving at any level of any tower can find the connection without searching.

The Hazard That Doesn’t Exist in Most Buildings: Grain Dust

Grain dust is a combustible material. In a facility that processes and moves bulk grain every day, dust is unavoidable — and it creates an explosion risk that requires specific mitigation and documentation.

This facility manages it with an Explosion Isolation System: automated back pressure flap valves integrated into the dust collection ductwork. When a pressure shock wave propagates through the system — the early signature of an incipient dust explosion — the flap closes automatically, containing the event and preventing flame and pressure from travelling through the connected ductwork.

Documenting this system in the fire safety plan required understanding how explosion isolation valves operate, where they’re installed, and what conditions trigger them. There are multiple EIV systems across the facility, each identified in the plan. This is not documentation you can adapt from another plan — it requires site-specific knowledge.

Separately, hazardous material storage across the property includes propane tanks, used oil, oil drums in flammable cabinets, and a diesel tank — all identified by location in the plan’s drawings.

Fire Department Access on a Secured Port Site

Documenting fire department access for an active, gated industrial port site has details that don’t come up in most plans. The City of North Vancouver Fire Department’s response vehicles carry swipe access cards for the facility gates — cards verified annually. The gates also open automatically on fire alarm activation.

Eight fire department connections are distributed across the property. All hydrant locations, post indicator valves, and connections are mapped on the site plan so that arriving crews can find what they need without searching.

All of this is in the plan because all of this matters when a fire crew is responding at 2am.

What Makes Industrial Fire Safety Plans Different

The fire safety plan for this facility isn’t longer because we padded it. It’s longer because the site is genuinely complex — multiple suppression system types, explosion hazards, 24-hour operations, a large footprint with multiple structures, and fire department access considerations specific to a secured port property.

Industrial fire safety plans can’t be produced from a template. They require a site visit, a detailed walk of every building, an accurate understanding of how the facility operates, and drawings that reflect the actual layout — not an approximation.
