A 15-storey high-rise residential tower is the most complex fire safety plan assignment in the BC Fire Code. It’s not just more floors — it’s an entirely different set of systems, requirements, and documentation that don’t appear in commercial or low-rise work. Floor wardens. Firefighter telephones. Standpipe systems. Emergency generators. A fire pump. And in this case, a fire alarm system that’s physically linked to a second tower on the same property.
This is the fire safety plan we completed in April 2026 for Tower 2 of Golden Leaf Towers on Granville Avenue in Richmond, BC.
The Building
Golden Leaf Towers is a two-tower residential complex connected at the parkade level, with four townhomes and an outdoor courtyard on Level 3 between the towers. This fire safety plan covers Tower 2 only — 7760 Granville Avenue — which stands 15 storeys with 62 suites.
The building was constructed in 1997. Concrete structure, concrete and glazing exterior, drywall with steel studs interior. Parkade access is via a lane off Minoru Boulevard on the southwest side.
Floor by floor:
- Parkade Level: Parking, storage, bike locker rooms, mechanical room
- Ground Level: Main lobby, amenity room, residential suite, parking, storage, emergency distribution room, telecom room, main electrical room, garbage room, generator room
- Level 2: Residential suites, electrical room, parking
- Level 3: Residential suites, amenity areas, outdoor courtyard shared with Tower 1
- Levels 4–15: Residential suites
- Rooftop: Elevator machine room and mechanical room
Note: There are no suites ending in “04” on levels 3 through 14. All suites on Level 14 are two-storey units. These nuances matter — floor plan drawings must be accurate to the actual suite layout on each floor, and the fire safety plan documents them floor by floor.
Property management is handled by Rancho Management Services. All fire alarm, extinguisher, and sprinkler/standpipe work is handled by Imperial Fire & Safety. The fire pump is serviced by Alpine Ridge Fire Protection. The emergency generator is maintained by Frontier Power Products. Elevator service is provided by Atta Elevator.
The Fire Alarm System — and Why Tower 2’s Plan Is More Complex
Tower 2’s fire alarm system is an EST panel — not the Mircom systems common in lower-rise Richmond buildings. The EST system is fully supervised and monitored 24/7 by Paladin Security.
What makes this installation particularly important to document carefully: the fire alarm systems of Tower 1 and Tower 2 are inter-connected. An alarm in Tower 1 will show as a trouble condition in Tower 2. Building staff need to understand this cross-tower relationship — and the fire safety plan explains it explicitly so that staff don’t misread a trouble signal and delay response.
The main fire panel for Tower 2 is located in the Emergency Generator Room on the southwest side of Tower 1. The annunciator is in Tower 2’s main lobby. Fire department crews arriving at Tower 2 see alarm status on the lobby annunciator; the physical panel they need to reset is in Tower 1. This is exactly the kind of cross-building detail that can’t be left out of a compliant fire safety plan.

What a High-Rise Residential Fire Safety Plan Requires
A 15-storey residential tower has systems and requirements that simply don’t exist in low-rise commercial work:
Floor wardens. Each floor of a high-rise requires a designated floor warden responsible for confirming evacuation is complete on their level and reporting to the Fire Safety Director. The fire safety plan documents warden assignments, duties, and procedures floor by floor.
Firefighter telephones. Throughout the building, hardwired firefighter telephone jacks allow fire department crews to communicate with the command post without relying on radio coverage. These locations are documented in the plan and on floor plan drawings.
Public address system. The PA system is integrated into the Central Alarm and Control Facility on the main floor. The fire safety plan documents the PA location, how to use it during an emergency, and who is authorized to make announcements.
Emergency generator. The generator room on the ground level houses the backup power system. In a high-rise, generator failure during a fire emergency affects elevator recall, emergency lighting, and fire alarm panel operation simultaneously. Frontier Power Products maintains the generator; its location and shutdown procedure are documented in the plan.
Fire pump. High-rise standpipe systems require a dedicated fire pump to maintain water pressure at upper floors. Alpine Ridge Fire Protection services the pump. The pump room location and operation are documented for the fire department.
Standpipe system. Every floor has standpipe connections where firefighters can attach hoses without running lines up stairwells. Imperial Fire & Safety maintains the standpipe and sprinkler systems. All standpipe locations are shown on floor plan drawings.
Fire department key box. A Knox box or equivalent allows Richmond Fire Department crews to access the building without waiting for management. The key box location is documented in the plan.
Fire department roof access. The rooftop elevator machine room and mechanical room require documented access procedures for the fire department.
The Floor Plan Challenge
A 15-storey building with suite numbering anomalies, a shared parkade level with Tower 1, a courtyard on Level 3, and rooftop mechanical rooms requires a complete set of CAD floor plans — one for each distinct floor configuration. For Golden Leaf Towers Tower 2, that means drawings covering the parkade, ground level, Level 2, Level 3, a typical residential floor (Levels 4–13), Level 14 (two-storey suites), Level 15, and the rooftop.
Each drawing shows exit routes, fire equipment locations, smoke detector locations, standpipe connections, and assembly areas — everything Richmond Fire Department needs to plan a response before they arrive on scene.

We submitted the complete package to the Richmond Fire Department: letter of appointment, full plan documentation, CAD floor plans for all levels, and the emergency contact directory. The plan was accepted in April 2026.
