8725 Oak Street is a 3-storey wood-frame residential building at the southwest corner of Oak Street and West 71st Avenue in Vancouver — built in 1969, renovated in 2025, and home to 29 suites across three floors and a parkade level. It’s exactly the kind of older multi-unit residential building that requires careful fire safety planning: older construction, partial sprinkler coverage, an unmonitored fire alarm, and an elevator that doesn’t recall on alarm activation.

This is the fire safety plan we completed in January 2026, accepted by Vancouver Fire Rescue Services.

The Building

8725 Oak Street is a three-storey residential building with a stucco exterior and wood-frame construction — characteristic of Vancouver rental stock built in the late 1960s. The 2025 renovation updated the building’s systems and finishes, but the structure itself is original. A flat membrane roof sits above the residential floors, and the building includes a parkade level with mechanical and storage spaces.

The building’s suite layout across its levels:

All fire alarm, extinguisher, emergency lighting, and sprinkler maintenance is handled by Local Fire & Safety. Elevator service is provided by Vancor Elevator.

The Fire Alarm System — Edwards FireShield Plus

The fire alarm system is an Edwards FireShield Plus — a single-stage panel located on Level 1 in front of Unit #108. This is a supervised system with initiating devices throughout the building: smoke detectors, pull stations, and sprinkler flow switches tied to the parkade suppression system.

One critical detail documented in the fire safety plan: this system is not monitored. There is no central station monitoring company receiving alarm signals from this building. When the alarm activates, there is no automatic notification to a monitoring centre that would in turn call Vancouver Fire Rescue Services.

For a 29-suite residential building, this is a significant operational detail. The fire safety plan documents the alarm response procedures carefully — evacuation responsibilities, who calls 911, and how the alarm panel is managed — precisely because the normal safety net of monitoring station notification is not present.

Partial Sprinkler Coverage — Parkade and Basement Only

8725 Oak Street has a wet sprinkler system, but it covers only the parkade and basement level. The residential floors above are not sprinklered.

This partial coverage arrangement is not uncommon in older residential buildings — the sprinkler system was often added to address the parking and storage areas where fire risk is highest and where full building suppression was not required at the time of original construction. The residential floors rely on the fire alarm system for detection and early warning, and on evacuation procedures for life safety.

The Elevator — No Automatic Recall

8725 Oak Street has one elevator (MCE, 680 kg capacity) serviced by Vancor Elevator. This elevator does not recall automatically on fire alarm activation.

In buildings where elevator recall is not automatic, evacuation planning must address the fact that the elevator may be occupied or moving when the alarm sounds. The fire safety plan documents the elevator status explicitly and establishes clear procedures: occupants are not to use the elevator during a fire alarm, and building staff must account for this in their evacuation response.

This distinction — recalled versus not recalled — is one of the most commonly misunderstood aspects of elevator behaviour during a fire emergency. A building where the elevator doesn’t recall needs a fire safety plan that says so explicitly, not one that leaves occupants and staff to assume recall will happen.

Hydronic Heating System

8725 Oak Street uses hydronic heating — a hot water radiator system throughout the building. For the fire safety plan, this means there is no forced-air ductwork that would carry smoke between suites or floors. Wood-Frame Construction — Why It Matters for Fire Safety Planning

A 1969 wood-frame building has a fundamentally different fire risk profile than a concrete high-rise or a newer wood-frame structure built under modern code. The structural elements are combustible, the building was not originally constructed with full active suppression, and the evacuation timeline from a fire event is compressed compared to a sprinklered concrete building.

The 2025 renovation updated the building’s systems and condition, but the fire safety planning for this building reflects the construction type it is — not the construction type it might appear to be after a renovation. The Edwards alarm system, the partial sprinkler coverage, the unmonitored status, and the elevator behaviour all need to be documented and understood by building staff precisely because the building requires more from its occupants and management when something goes wrong.

There is no Fire Department Connection (FDC) at this building — the partial sprinkler coverage in the parkade and basement does not require one under the applicable code provisions.
